據(ju)市雷電中間工(gong)作(zuo)人員介(jie)紹(shao),昆明(ming)是(shi)全(quan)國省會城(cheng)市中雷暴日數較多(duo)(duo)的城(cheng)市之(zhi)一。根據(ju)雷電監測資料顯示,本年1至4月,全(quan)市累計發(fa)作(zuo)閃電次數2441次,比歷年同期多(duo)(duo)856次,偏多(duo)(duo)52.4%,隨著(zhu)雨水季節降臨,我市本年雷電活(huo)動將(jiang)更加頻頻。
雷電對家用電器損(sun)壞(huai)嚴肅
隨(sui)機走(zou)訪了幾家(jia)品牌(pai)電(dian)(dian)器售后修(xiu)補部(bu)和家(jia)電(dian)(dian)修(xiu)補店鋪,均表示每年雷雨(yu)季節都(dou)有(you)大量電(dian)(dian)腦(nao)、電(dian)(dian)視機、冰箱等家(jia)用電(dian)(dian)器遭受不同程度(du)的雷擊損壞,主(zhu)要以電(dian)(dian)源穩妥、信號接口、主(zhu)板芯片和CPU等電(dian)(dian)子(zi)部(bu)件(jian)或(huo)智能部(bu)件(jian)造雷擊損壞為主(zhu),修(xiu)補費用少則(ze)幾百(bai)元(yuan),多則(ze)上千元(yuan),甚(shen)至上萬元(yuan)。
售房者(zhe)、購房者(zhe)很茫然
曾走訪了(le)幾個樓盤售(shou)樓中間,就高樓是不(bu)是具有(you)(you)(you)防(fang)(fang)(fang)雷(lei)合格證等問(wen)題向售(shou)樓人(ren)員進行知道,回復(fu)有(you)(you)(you)的閃爍其詞(ci),有(you)(you)(you)的不(bu)做回答,有(you)(you)(you)的反問(wen)“防(fang)(fang)(fang)雷(lei)合格證是哪樣?”同一些購(gou)房者(zhe)交流(liu)后發現,大多數購(gou)房者(zhe)對(dui)高樓是不(bu)是具有(you)(you)(you)雷(lei)電防(fang)(fang)(fang)護措施和功能不(bu)甚知道。
教(jiao)授支招 保證住(zhu)宅(zhai)“防雷(lei)權(quan)”
昆明(ming)市雷(lei)電(dian)中間(jian)技(ji)術人員(yuan)介紹,隨著各(ge)種電(dian)子、微(wei)電(dian)子產品(pin)廣泛運用于出產日子,尤其是一(yi)些智(zhi)(zhi)能(neng)高(gao)檔家電(dian)(如:電(dian)腦、智(zhi)(zhi)能(neng)冰箱、3D智(zhi)(zhi)能(neng)網絡(luo)電(dian)視等(deng))已融(rong)入(ru)百姓(xing)往常日子,這些家電(dian)的智(zhi)(zhi)能(neng)部件遍(bian)及具有電(dian)壓低(di)、絕(jue)緣強度低(di)、對電(dian)磁(ci)攪擾敏感等(deng)缺(que)陷,即便(bian)是高(gao)樓鄰近遭受雷(lei)擊,形成的瞬變(bian)電(dian)磁(ci)場(chang)(雷(lei)電(dian)電(dian)磁(ci)感應和(he)雷(lei)電(dian)電(dian)磁(ci)脈沖,與高(gao)樓高(gao)矮無關)將造(zao)成這些智(zhi)(zhi)能(neng)部件誤動(dong)作(zuo)、數據被(bei)篡改和(he)丟掉或永久(jiu)性損壞等(deng),甚至變(bian)成事故。
所以,購(gou)房(fang)者在選(xuan)房(fang)時,高樓是不是具(ju)有抵(di)擋(dang)雷(lei)電(dian)襲擊的能(neng)力和功能(neng)至關重要,它(ta)切實關系到購(gou)房(fang)者入住(zhu)后的切身利益。
昆明市(shi)氣象(xiang)局(ju)法規處(chu)(chu)孟慶凱處(chu)(chu)長說,本年3月1日正(zheng)式(shi)實施(shi)的《昆明市(shi)雷(lei)(lei)電災害防(fang)護條例》明確規定,建設(she)工(gong)(gong)(gong)(gong)(gong)程(cheng)項目(mu)的防(fang)雷(lei)(lei)設(she)備(bei)(bei),應(ying)當(dang)與主體(ti)工(gong)(gong)(gong)(gong)(gong)程(cheng)同時描繪、同時施(shi)工(gong)(gong)(gong)(gong)(gong),并經當(dang)地(di)氣象(xiang)主管組(zu)織(zhi)(zhi)檢驗(yan)合(he)格后(hou),主體(ti)工(gong)(gong)(gong)(gong)(gong)程(cheng)方(fang)可(ke)投入使用。其描繪應(ying)經當(dang)地(di)氣象(xiang)部門審查(cha)獲(huo)得《防(fang)雷(lei)(lei)設(she)備(bei)(bei)描繪核準書》(以下簡稱(cheng)(cheng)“一書”)后(hou)方(fang)可(ke)施(shi)工(gong)(gong)(gong)(gong)(gong);其施(shi)工(gong)(gong)(gong)(gong)(gong)過(guo)程(cheng)應(ying)托付具有氣象(xiang)主管組(zu)織(zhi)(zhi)頒發資質的防(fang)雷(lei)(lei)檢測組(zu)織(zhi)(zhi)根據施(shi)工(gong)(gong)(gong)(gong)(gong)進度進行跟蹤檢測,工(gong)(gong)(gong)(gong)(gong)程(cheng)完工(gong)(gong)(gong)(gong)(gong)后(hou)出具防(fang)雷(lei)(lei)檢測報告。建設(she)單位憑(ping)檢測報告可(ke)到當(dang)地(di)政務服務中間氣象(xiang)局(ju)窗口處(chu)(chu)理“防(fang)雷(lei)(lei)設(she)備(bei)(bei)竣工(gong)(gong)(gong)(gong)(gong)檢驗(yan)”行政許(xu)可(ke),獲(huo)得《防(fang)雷(lei)(lei)設(she)備(bei)(bei)竣工(gong)(gong)(gong)(gong)(gong)檢驗(yan)合(he)格證》(以下簡稱(cheng)(cheng)“一證”)后(hou)方(fang)可(ke)交給投入使用。
當(dang)(dang)前,有(you)有(you)些開(kai)發(fa)商從(cong)(cong)經濟角度思(si)考,想(xiang)方(fang)設法逃避處理‘防雷設備描繪審閱和竣工(gong)檢(jian)驗’行政許可(ke),從(cong)(cong)而給廣(guang)大業主的人身安全及經濟利益埋下(xia)了(le)安全隱患(huan)。因而,孟慶凱提示廣(guang)大市(shi)民,在與(yu)開(kai)發(fa)商處理交房(fang)手續時,除了(le)查(cha)驗“五證二書”外,還應查(cha)驗當(dang)(dang)地氣(qi)象部門(men)核發(fa)的“一書一證”,也可(ke)直接到(dao)當(dang)(dang)地政務(wu)服務(wu)中間氣(qi)象局窗口請求查(cha)詢核實(shi),以保證本身的利益不受損害。如果開(kai)發(fa)商無法提供“一書一證”,購房(fang)者可(ke)拒(ju)絕(jue)收房(fang),并向(xiang)當(dang)(dang)地氣(qi)象部門(men)投(tou)訴告發(fa)。
